1.40 traffic lights fix [1.42.x]

This mod features:
– Increased traffic head lights brightness and spot of light;
– Decreased “scale factor” for tail lights, so light is not too blured.
– Adjusted specular lights for brake, rear and brinkers.
– Orange marker lights for trucks and trailers now look into the ground.
